SEARHC SAPTA Program addresses substance abuse disorder in rural Southeast Alaska Tribal communities by increasing access to culturally appropriate and evidence-based treatment. - Mental health and substance use have long been identified as critical issues in Alaska. Rural Southeast Alaska Tribal communities face many health problems such as high rates of suicide, alcohol abuse, mental health issues, accidental deaths, domestic violence, child abuse and alcoholism, as well as other social problems.4 Nine of the ten leading causes of death in Alaska can be associated with substance use as a potential contributing cause of death. The overall goal for the Southeast Alaska Regional Health Consortium (SEARHC) Substance Abuse Prevention, Treatment, and Aftercare (SAPTA) Program is to address substance abuse disorder in Southeast Alaska Tribal communities by increasing access to culturally appropriate and evidence-based treatment, including improving care coordination, expanding behavioral health care services, and developing early intervention strategies for Alaska Native/American Indian (AN/AI) youth at risk for substance abuse disorder. The intent of this program is to reduce the prevalence of substance use and decrease the overall use of addicting and illicit substances among the AN/AI population. SEARHC Behavioral Health will utilize evidence-based model practices for an intensive outpatient treatment (IOT) program. IOT is a successful approach for patients who have therapeutic needs for alcohol and substance abuse prevention who are not candidates for in-patient facilities. IOT allows the patient to engage in high levels of therapeutic intervention, but they can still work at a job and live at home. IOT encourages participation in 12-step groups in addition to meetings and group work that are embedded in the IOT. IOT can be more successful than just 1:1 therapy for chemical dependency. SEARHC Behavioral Health uses the ASAM clinical assessment and measurement tool to determine the most appropriate clinical level of care for substance use disorder (SUD) treatment. SEARHC will promote early intervention strategies and implement positive youth development programming to reduce risk factors for substance abuse by effectively blending evidence-based practices and Alaska Native wisdom to reduce the incidence of substance abuse in Southeast Alaska. SEARHC will implement practice-based approaches to build resiliency, promote positive development and increase self-sufficiency among AN/AI youth and their families. These strategies include incorporating Alaska Native wisdom, foods, lifestyles and healing methods alongside established western medicine. SEARHC’s programming also incorporates cultural resonant activities and strategies such as drumming circles, sweat lodges, canoeing, harvesting local plants and berries, drum making and beading for building self-esteem and resilience.
